Any HP boost is useful, but in the case of the Brainwave Bracers, it is minuscule. The regen effect, though not useless, is quite low and requires you to usually be in harm's way to restore your own health. As a result, it tends to help you stay alive slightly longer instead of actually healing you to full similar to Energivore. On the plus side, there technically is no cap to how high the regen can stack, but practically speaking this is almost never exploitable.
