Reducing the attack cooldown of heroes is always beneficial, but some heroes benefit more than others. Heroes with a naturally low cooldown (Skroig, Troe, etc.) or ones than can easily decrease it with skills (Opbot) gain a larger benefit due to it cutting a proportionally larger percentage.
